 Telephones and computers are available at the Career Resource Centers to contact Unemployment Insurance representatives. Go online to the Employment Development Department for your Unemployment Insurance application. For instructions on starting and managing a claim, Click Here

COBRA Health Insurance

Federal law requires many employers to offer continuation health insurance coverage to laid-off workers for as long as 18 months. Up until recently, employees pay the full cost plus an administrative fee. The average monthly COBRA premium for a family costs $1,137, according to the Kaiser Family Foundation. That's more than 83 percent of the average unemployment check, according to a study by Families USA, a consumer advocacy organization.

December 21, 2009: President Obama signed the American Reinvestment and Recovery Act into law a which created a six-month extension of the subsidy for COBRA health plans for laid-off workers. Under the plan, 65 percent of the cost of COBRA premiums is subsidized. To qualify for this subsidy, the terminated or laid-off employee must have an annual adjusted gross income below $125,000, or $250,000 for joint return filers.

The American Reinvestment and Recovery Act gave recipients nine months of subsidized coverage. The new legislation adds another six months of subsidies on top of that, or 15 months in all. The original law applied only to workers who were laid off between Sept. 1, 2008, and Dec. 31, 2009. The new law extends eligibility for the subsidies to people laid of through Feb. 28, 2010.
